How Far Are The SASSA R350 Grant Appeals?

Lindiwe Zulu, the Minister in charge of SASSA, has explained where the appeals process for the R350 grant is at and how they are being processed. The Department of Social Developmnt and SASSA has had to take a close look at their operations after the Auditor-General's report found many negatives.

SASSA asked that rejected applicants appeal for the R350 grant. Many have now wondered what will happen when the National State of Disaster ends. Calls have come for a 'Basic Income Grant' to be implemented due to the dire economic situation which has been made worse due to the pandemic.

Those who were rejected have a process which they have put in place for them to come back again.  If you wish to send in an appeal, you can now direct your appeal to [email protected] for review.

There may be people who were rejected due to already being a beneficiary of another grant or receiving income through another database. 

"It's not only the R350 grant we've been working on, it's all the other grants and the increases that were made in the other grants. So when those that had to apply for the R350, we realised that there were a lot of rejections", said Minister of Social Development, Lindiwe Zulu.

They then needed to develop a system outside of SASSA in the Department of Social Development so that they could check why so many people were rejected, she explained further. 

To apply for the Special Relief Distress (SRD) grant, you had to make sure that you are not on any other social grant and it was found that this too played a role in the many rejections.

The Department also made sure to have a system in place that would not, as the Minnister said, get them in trouble with the Auditor-General. This comes after the AG's report showed that thousands of people who were not supposed to receive the grant, did.

"We are pleading with our communities. We understand and appreciate the dire situation that people are finding themselves in but when only said and done, the R350 was meant specifically for people who were unemployed," said Zulu.

On this though, Zulu said, "If you look at the 30 000 against the 5 million that have been paid, you then realise that at least your system was able to protect many people". 

When asked about the effectiveness of the appeals process from SASSA's side, Zulu responded with saying that it is important to remember that the Department handles appeals and not SASSA. She also said that her Department is doing the best that it can but "not adequate, not enough" because it's a new set of work that's being done.

Dealing with appeals is a manual process which Zulu says is difficult and that there are less people working on it than there would have normally been due to safety protocols having to be followed. 

The R350 grant will come to an end this month in October.

The purpose of this is to help visualize and focus on one or more than one element of your desired goals. A vision board is the perfect tool to help layout your goals. The best way to achieve your goals is to keep them in mind, place all your ideas on your vision board and seek measurable ways to achieve them.

How to create a vision board?

#Create a list of your goals:

A vision board can include anything that inspires and motivates you. The purpose is to bring everything on the board to life. Identify and list all the goals you would like to achieve. Once you have identified your goals, determine exactly what you want your ideal life to look like, what you would need to accomplish and how long it would take to achieve all your goals.

#Find images that represent your goals and inspire you:

The next step is to take a couple of hours to go through the magazines/ newspapers and cut out pictures that represent your goals and speak to you in some significant way.

Learners Are Still Missing Out On Meals

Nearly 2 million learners are still not receiving meals on days when they are not at school. Equal Education said it is extremely worried about these learners. The civil rights organisation has taken the Basic Education Department to court several times before.

Equal Education fears that the department's use of the rotational school timetable has made many learners miss out on nutritional meals. The organisation said it conducted a survey on learners who are members of Equal Education, also referred to as "Equalisers". 

"Survey of Equalisers shows that most learners who are only in classrooms on certain days are not getting food for when they are at home, as DBE reports show that nearly two million learners are still not receiving school meals"

The survey was conducted across five provinces which include: Eastern Cape, Gauteng, KwaZulu-Natal, Limpopo and the Western Cape. 

It showed that 76% of the learners who took part in the survey (96 out of 125) were attending school according to a rotational timetable. This timetable meant some learners were not getting meals. 

“Of the Equalisers who said they are only attending school on some days, 69 (71%) said they didn’t get a meal on the days when not at school. About 98 of 125 Equalisers said their school does not provide transport for pupils who stay far away and need to collect food from school,” Equal Education said.

Equal Education wrote to the Minister of Basic Education and other Education MECs to discuss problems that they found in the report. 

The organisation said most provinces have failed to provide meals to learners and many of the reports about the school nutrition programme lacked consistency. 

The survey showed a need for a reliable mode of transport for learners to collect meals. Another problem that Equal Education highlighted was the fact that the Free State never submitted a progress report. 

The organisation believes that the department should take responsibility to communicate with schools, learners and families about the safety measures put in place and the times to collect meals at school.

“The Education Department must fully and urgently apply themselves to ensuring that the right of pupils to basic nutrition is upheld – anything less is unacceptable, when the consequences are so devastating for pupils and their families.”

Subtrop Lindsey Milne Bursary 2021

The Lindsey Milne bursary scheme is named after Dr DL Milne in honour of his vast and selfless contributions to the Subtropical fruit industry.

Subtrop Lindsey Milne Bursary

AIM OF THE BURSARY

To assist students wishing to pursue a career in the Subtropical fruit industry in South Africa.  To this end, financial assistance will be provided to students studying towards a BSc (Agric) degree, preferably majoring in Horticultural Science or Agricultural Economics.

DURATION OF BURSARY

For any one student, the bursary will be available for an initial period of one year, after which progress will determine the extension of the bursary.  If a student is awarded the bursary for the first time, he/she will not automatically qualify for the bursary for the next year.

OBLIGATION OF RECIPIENT TO THE SUBTROPICAL FRUIT INDUSTRY

Students awarded a bursary by Subtrop will be required to work for Subtrop for a period of one year for each year that the bursary is awarded, provided that a position is available. If no position is available at the time that the recipient completes his/her degree, there will be no obligation to Subtrop. If no position is available in Subtrop, the recipient will assisted in finding a placement with members the various growers’ associations.

BURSARY AWARDS AND PENALTIES

A panel appointed by SUBTROP will evaluate all applications.  Applicants will be advised of the decision timeously.  Successful applicants will be required to sign a contractual agreement with SUBTROP.

The value of the bursary award will be dependent on each individual case and will be reviewed annually.

If a recipient does not pass the course for which the bursary has been awarded, he/she will be required to pay back the bursary over a period equal to the length of the bursary, repayment commencing at the beginning of the year after the year in which the bursary was awarded.

Capitec bank account holders are now being made aware of the latest scam going around. Customers need to be aware and keep their information safe so that they are not robbed of their money.

Customers of Capitec have been receiving calls from inidividuals saying they are from the bank's anti-fraud division. Do not fall for this, you are on your way to being scammed if you do.

These inidividuals claim that someone has been trying to commit fruad with your account or that a stop order was put on to your card without your permission.

They then offer you fake help and ask you to allow them to block these "fraudulent" actions by approving confirmation messages that are being sent to your phone through your banking app.

Customers then end up giving these criminals their PIN numbers.

After this, they then take your through a transaction process without you knowing where they take all your funds and transfer it into their own bank accounts.

Capitec shared the following on their Twitter page:

A bank will NEVER call you & ask you for your personal details, your PIN number or to approve transactions. You should never entertain such calls but rather remain calm & drop the call. Keep your personal banking details, such as PIN numbers, safe at all times.

The bank encourages customers to contact them should they think they've become a victim to a scam. You can also contact their call centre at 0860 102 043.

Capitec's way of ensuring safety for the customers is that they use the latest technology to ensure that only you can access your account at their branches.

Will University and Accommodation Fees Be Increased?

The Department of Higher Education released the national framework for tuition and accommodation fees for the 2020 academic year. This will now give us guidance on what will be done about student fees now that a whole pandemic has been added to the equation.

The statement released read:

The purpose of the framework is to prescribe temporary payment and cash flow measures or steps currently necessary to alleviate, contain and minimise the effects of the COVID-19 threat to the public higher education sector. 

This framework highlighted the following:

  • The payment of NSFAS allowances to students, particularly the allowances for living and accommodation expenses
  • The payment of university-managed accommodation fees for the 2020 and 2021 academic years
  • The payment of accommodation fees for those living in private accommodation, both University leased and individually leased accommodation
  • The payment of tuition fees
Tuition Fees

No matter how much time is being added on to the original academic calendar due to Covid-19 resulting in an extension of the academic year, tuition fees will stay the same at all institutions and will be seen as a package regardless of how long the academic year is. 

Accommodation Fees

University-owned accommodation fees will stay the same no matter how long the academic year is, however it’s “capped to the end of March 2021”, based on the assumption that students won’t be at their accommodation for some periods of time.

University-leased accommodation fees will also stay the same, regardless of an extension of the academic year. Original fees will have to be paid for the 2020 and 2021 academic years and an increase will be seen for 2021.

Due to students not having occupied accommodation for the full year, monthly payments can be reduced, “based on a payment regime that spreads out the agreed costs over the extended 2020 academic year”.

The same ruling will be in place for  university accredited and registered private accommodation as far as possible.

The Department does say that, “wherever possible, institutions should facilitate agreements with providers on behalf of students to reduce the payments for periods of non-occupation, but with the full payment spread over the extended academic year.”

NSFAS Payments of Fees and Allowances

NSFAS will pay tuition fees of beneficiaries on the basis of the original tuition fee that was agreed upon.

The financial aid scheme will also pay university-owned accommodation fees at the original fee that was agreed upon.

Throughout lockdown, NSFAS has continued disbursing allowances to students. This means that students who are in private accommodation received their allowances to pay their rent. 

The Department is currently planning for the additional costs NSFAS would need for the extended academic year but as of now, no funding has been approved or given for the extended academic year.

“The framework will also provide directives to officials of public higher education institutions to disseminate information and all applicable measures for implementation, to alleviate and contain the effects of the COVID-19 threat,” said Minister Nzimande. 

The instructions and details given in the framework will help assist with any experiences of financial strain by institutions, NSFAS, private fee-paying individuals and private accommodation providers and shows that the Department is “recognising that the COVID -19 pandemic affects all groups in different ways,” said the Minister.

Gauteng MEC Clamps Down On Illegal Schools

The Gauteng Education Department has been in the process of visiting schools that are operating illegally. Just last year, the schools were raided for the same reason. Now, Gauteng MEC for Education, Panyaza Lesufi is taking action and hoping for a permanent solution.

Lesufi paid a visit to schools in Ivory Park and was not happy with the condition that they were in. The MEC said many of the schools were aware that they were operating illegally and didn't care to get the proper documentation.

"There are some schools that have operated in this area, we gave them an extension to sort out their documents. Unfortunately, they've not done that so we have brought the law enforcement agencies,"

Lesufi said these schools have been given more than a year to get the correct documentation but they failed to apply.

He said the situation seemed worse off than before and the illegal schools have been given 48 hours to decide on the future of the schools. 

"They are breaking every law that we have in the country. They don't have people that are properly documented to be in our country, they don't have municipal documents, the classrooms are not conducive for learning, they are not following the proper curriculum. The infrastructure of the school is in a bad state"

Many parents were worried about what would happen to their children if the schools were to shut down, but the MEC said these learners would be protected while the schools are in the process of being shut down. 

These schools also affect parents who are paying for their children to attend these schools despite them operating illegally. 

"You can't have parents paying thousands and thousands for this kind of environment. It's not conducive for learning. No playing fields, so these learners can't even play and these learners can't even have access to proper educational support,"

Many of the illegal schools don't cater for learners who are in grades 11 and 12. This is because they would need to have proper documents to provide education for learners in grade 12. Children are then left with very few choices once they pass grade 10.

NSFAS has embarked on a mission to assist people all over with applying for financial aid support. NSFAS officials are travelling all over during an application drive to give assistance to anyone planning on studying in 2021.

This is NSFAS' latest efforts to help the youth of South Africa unlock their futures.

NSFAS Administrator, Dr Randall Carolissen, assisted students at the Nelson Mandela School of Science and Technology in Mvezo to successfully apply for NSFAS 2021 funding.

Dr Randall Carolissen encouraged the learners of Nelson Mandela School of Science and Technology to not let this important opportunity that could change their futures to pass them by.

Deputy Minister of Higher Education, Buti Manamela, has also been present at the application drives and even gave some words of encouragement to learners.

Carolissen told learners at Nelson Mandela School of Science and Technology, “There will be people to tell you that you are not fit to do this course, there will be people who will tell you that you will fail, but do not listen to people who tell you that you can’t, do not give up and never surrender”.

NSFAS has stated that they have strengthened their partnership with the Department of Basic Education (DBE) to, "further increase NSFAS footprint and reachability, specifically for learners in Grade 10 to 12." 

The Department's way of doing this is to link NSFAS with Provinces and District offices and provide them with a database of National Tecahers Centres whcih will assist with applications.

Applications for NSFAS for 2021 funding are open for Grade 9 to 12 learners and out of school youth who wish to further their studies at any public TVET college or Universities across the country.

Those individuals needing help with their NSFAS applications should make sure to not waste a trip and visit the NSFAS offices as they are closed. You can however visit an NYDA centre where they will assist you with whatever you need. 

Those wishing to find funding for their 2021 year of studying are advised to keep an eye on NSFAS' social media pages as they give updates on where they'll be visiting next and be sure to bring the required supporting documents so they can help you with your application.

UNICEF Tackles Spike In Violence Against Children

In August this year, Childline South Africa reported an increase of 37% in calls for help. This has become a cause for concern for UNICEF, which has decided to step in to create a conversation about how to save young South African children from falling victim to violence.

UNICEF SA boss, Mayke Heijbregts said they have been trying to understand what children have been facing over the past 6 months during the lockdown. UNICEF has been meeting with experts of child rights and child protection activists in order to come up with global and national solutions. 

“Millions of children have become hungry because of the closure of schools as well as exposed to online violence. Many parents and caregivers have lost their livelihoods and children had to witness their distress.”

UNICEF has also seen many children express fear and anxiety during the lockdown period. The Africa Child Trauma Conference has been taking place in the hopes of drafting an Emergency Action Plan for Children Protection. 

“Children really bear the brunt of this crisis nationally, continentally and also globally. Having been in lockdown for so long and having experienced and witnessed a lot of fear and distress,"

"it’s important that this action plan demonstrates the commitment we can make at a global, continental and national level for children to create a nurturing care framework,”

Jelly Beanz Executive director, Edith Kriel said children are not being prioritised in Africa, as the situation was already bad before the lockdown. 

Kriel said if changes aren't made, this generation of children will be traumatised. She explained that the conference in partnership with UNICEF is aimed at addressing multiple issues.

"The purpose of the conference is two-fold. We have people joining us for the conference where we are looking at empowering and skill building for practitioners who work on the ground with children.

"The outcome of the conference is this Emergency Action Plan and that is about sharing with the various government organisations, the various civil societies and then asking people to commit to this and holding them accountable to what they have committed to,"

Heijbregts said more needs to be done in order to make sure that children’s voices are heard in the conversations and frameworks being developed. 

“We are moving in order to make sure that no child is left behind and the time is now as the level of suffering children have experienced is too high for us to continue like this, so it’s really important that we put children first, we nurture care and love and protect them,”

Minister Lindiwe Zulu Addressed Whether R350 Grant Will Be Extended

The R350 grant offered by SASSA to those in need during the pandemic will come to and end this month. This has many asking, and then what? Will the grant be extended? The Minister in charge of these affairs, Lindiwe Zulu, has addressed it.

Will the SASSA R350 grant be extended further than it's end in October? Well, this is a question many have been asking and something that many others have been asking for. Minister of Social Development, Lindiwe Zulu, has spoken it.

Zulu seemed to be optimistic but careful to not say much before it's finalised on this. There now is a chance that the SRD grant will be turned into a Basic Income Grant and continue making payments to vulnerable South Africans.

All those who applied for the grant and who sent in appeals and had it approved will receive all their payments before the end of October, said the Minister. 

This R350 grant has been sought out by many in the country due to the effects of lockdown and the demand grows. Surely, as we still observe somewhat of a lockdown and people's lives are still not back to normal, this money will still be needed. 

It seems that the grant will be extended as Minister Zulu said, “People on the R350 grant will still receive their money, even though the grant is ending. Those owed payments will still be paid, that’s what we have budgeted for. We won’t accept new applications, but we will extend this scheme for those who have already received payment".

"We will extend on the basis of payment on those that have applied so nobody must apply now and think that they're going to be paid thereafter," explained the Minister.

Zulu says they have budgeted to pay all those who apply and are approved before the grant comes to an end.

On the SRD grant switching to a Basic Income Grant, Zulu has said that it could be very expensive and that they are, " looking at more sustainable support in the future. The ANC has formed a team of experts to look at this. South Africa has the capacity to ensure more can be done. There is strong support for a basic income grant to replace the R350 grant, but the policy has to be accepted and implemented through the proper channels.”

Should the Basic Income Grant be introduced, it would be for individuals between the ages of 18 and 59 who as Zulu says, "tend to fall between social grants". 

"I’m excited about this, but we also have financial constraints. We’re all agreed upon it, but we must consider the financial difficulties too," said the Minister.

ECD Centres Struggling To Stay Afloat

Nearly 700 000 children attending Early Childhood Development (ECD) centres have not been receiving meals since January. Some centres have not been able to open and feed learners because they have not been receiving subsidies from the Department of Social Development.

SA Childcare CEO, Arno van der Merwe wants the Minister of Social Development to release grant payments so the centres can reopen.  

"The subsidies are split into 3. There's an administrative portion, a teaching portion as well as a food portion. According to the department, because the schools were closed they thought it well to pay only the administrative portion and not the other two," 

Van der Merwe said the whole ECD sector has been badly affected by the department's failure to pay the subsidies.

"We're really struggling to survive at this moment. The majority of all schools cannot open because of the subsidies not being paid. They rely heavily on the subsidies. for some ECD schools that's the only income they get which is about R17,50 per child per day."

He said many schools have been unable to open because they have not received subsidies and this has affected many children who rely on the ECDs to be a safe space. 

According to van der Merwe, SA Childcare has been making some progress with its court case and it hopes for the Children's Act to be the only governing authority. 

"What we're asking for is that the Children's Act should be the only governing authority and not all the directions that's coming from the department, which makes it impossible for most ECD centres to register. If you can't register you can't apply for subsidies so it's a double whammy,"

Some ECD centres claim they are being intimidated and threatened with jail time. This is against the law, as centers were given permission to reopen as long as they follow the Covid-19 guidelines. 

Van der Merwe said there is proof of the intimidation and he is unsure of why the department would go as far as intimidating ECD centres. He said he would like to see justice prevail once the court case is over and for all ECD centres to receive subsidies immediately so they can reopen. 

“The future of South Africa and the future of our economy is at stake if we forget about the ECD sector, we really have a problem in this country,”
