Government Has Made Progress But Not Enough, Says Equal Education

Equal Education is calling the Department of Basic Education out for not delivering what they said they would for schools. The organisation does however acknowledge that government has made some improvement with the school system.

The organisation has said that the latest provincial school infrastructure reports have showed that DBE has made progress in delivery but are, "failing miserably to comply with the 2020 deadline of the norms and standards for public school infrastructure".

The latest government reports on progress with delivery show that there have been important wins since this law was adopted seven years ago, but government is very far behind in meeting its own targets.

When looking at the Norms and Standards for Public School Infrastructure, it says that schools should have had sufficient classrooms, toilets, electricity fences, telephones and internet by 29 November 2020. However, backlogs are still seen.

Ever since 2013 when the Minister of Basic Education, Angie Motshekga, signed the Norms and Standards, many schools across the country have been provided with all those resources promised and schools which was built using materials which were not actually viable for schools, were replaced. 

Equal Education said on this progress, "Getting these victories has not been easy – we have had to carefully monitor the implementation of the law, mobilise affected school communities and take to the streets often to demand accountability."

The problem now lies with backlogs, which the organisation says, is seen in schools of Black working class and rural communities. They believe that the departments could have been much closer to fulfilling their legal, political and moral duty, but that they don't seem to have the political will needed to have schools being fixed urgently.

"Our engagements with education departments, and our analysis of the latest provincial school infrastructure reports, show that the departments still struggle with the basics such as accurate and accessible data, clear and coordinated planning, as well as making sure that the implementing agents and contractors that build schools on behalf of government are held accountable," explained Equal Education.

National and provincial governments are also not putting enough money toward building and fixing our schools. 

When looking at infrastructure issues within schools, one can look at the basic need of toilets. In 2013, 2 809 schools in KwaZulu-Natal had plain pit toilets and the latest report showed that now 1 099 KZN schools have plain pit toilets. Although this is an improvement, Equal Education stated that the law says that plain pit latrines should have been replaced by now.

The same scenario is seen with electricity in the province's schools. In 2013, 1 483 schools needed exlectricity and now only 30 schools need electricity. However, the law says all schools should have had electricity by 2016.

In Limpopo, a progress report says that between 2013 and 2019, almost 3 000 classrooms have been built, 740 schools have been provided with toilets and 222 schools have been provided with water. There are still 472 schools with only plain pit toilets, 821 schools with an unreliable water supply and 87 schools need electricity. 

The same situation is seen when looking at other schools of provinces.

Western Cape, KwaZulu-Natal, Gauteng, Limpopo and KwaZulu-Natal have also failed to provide proper plans for wiping out backlogs. 

Equal Education concluded their statement by saying that government's failure to comply with the Norms and Standards for Public School Infrastructure undermines the right to education and are demanding that Motshekga ensures that this right is realised.

Students at the University of South Africa (Unisa) are asked to kindly use their myLife e-mail accounts when communicating with the university. Unisa uses e-mail as their official form of communication with their students.

All registered students at Unisa are provided with their own myLife e-mail account. It is the student's responsibility to activate the account as soon as their registration is finalised with the university.

The university will only communicate with the student through their myLife e-mail address and will record it as their official primary e-mail address.

All official communication, eg. exam timetable and result,  from Unisa will be sent to the student myLife account and it is the student's responsibility to check it.

It would be in the student's best interest to use the myLife account to communicate with the university, as they will receive a response a lot quicker.

How To Activate MyLife E-mail Address?
  1. In order to activate your myLife e-mail address, you will first have to activate your myUnisa account.
  2. Go to the myUnisa website, and click on "Claim Unisa Login".
  3. It usually takes about 24 hours for your myLife e-mail address to be created by the university, after your registration has been finalised. So wait at least a day or so before activating the account. Once your myLife account has been created, click on the myLife e-mail button on the homepage of myUnisa.
  4. Log in with your full myLife e-mail address and your myUnisa password.

The NC(V) Supplementary Examinations should not disrupt teaching contact time.

The Democratic Alliance (DA) is demanding that the Basic Education Minister gives the public more information when it comes to the recent Matric exam paper leaks. Just this week, a second Matric exam paper was leaked with many now questioning the integrity of the exams.

The DA published a statement saying:

The Democratic Alliance (DA) calls on the Minister of Basic Education, Angie Motshekga and the Director-General of the Department of Basic Education, Hubert Mweli, to urgently appear before the Portfolio Committee on Basic Education, to account for the latest incident of leaked matric exam papers. 

Hours before Matrics were set to sit down and write their exams recently, on two occasions the exam papers were leaked. The Mathematics and Physical Sciences exam papers were allegedly leaked via Whatsapp.

DA has called this leak "damaging" and has shown that the Department of Basic Education (DBE) has failed to uphold and protect the integrity of this year’s examination which they say has already been "tarnished in controversy".

The political party is now ordering that the following is done:

The Department of Basic Education (DBE) must tell the Committee how this leak happened and what steps are being taken to hold to account the perpetrators of this act. They must also tell us where these leaks originated from and the steps they have put in place to mend the cracks within the DBE, which have created a fertile ground for these leaks to happen in an unrelenting fashion.

Many, including the DA, expected that the Department would have security measures in place to make sure instances like these don't happen and after the first leak happened, one would have expected that it wouldn't happen again. This has bred concern that this is starting to become a trend in an examination season which at some point, was doubted.

Umalusi has had to step in and has commented on the situation as well. As the Education Quality Assurance Council, their capabilities are also being called into question right now. 

Dr Mafu Rakometsi, the CEO of Umalusi, told SABC News on the matter:

We strongly condemn all forms of cheating in the writing of national examinations including the leaking of question papers. Such activities have the potential to compromise the integrity of national examinations.

In speaking for the DA, John Steenhuisen said that, "these leaks are adding to the strain and anxiety that pupils are experiencing and will no doubt hurt their examination going forward."

Now that November is coming to an end, SASSA has announced the dates for beneficiaries to get paid for December. SASSA issues grants to vulnerable South Africans all over.

The December payment dates are as follows:

  • Older Person's Grants 1 December 2020
    • This includes any grants linked to these accounts.
  • Disability Grants 2 December 2020
    • This includes any grants linked to these accounts
  • All other grants 3 December 2020

All unlinked children's grants includes Foster Care grants, Care Dependency grants and Child Support grants.

SASSA has also made it clear to beneficiaries that:

There is no need to rush to withdraw cash on the first day. Once the money is in the account, it will remain there until it is needed.

The temporary disability grants that lapsed in July, or were due to lapse between August – October 2020, have been extended until 31 December this year. Care dependency grants that were extended to October, or were due to lapse between November – December 2020, have been extended until 31 December this year.

Since lockdown was implemented, SASSA beneficiaries have encountered many social grant frauds. Which is why SASSA has been determined to stop these scammers.

The South African Social Security Agency (SASSA) has therefore developed a fraud prevention strategy and exercises zero tolerance to any person who commits fraud in the social grant environment.

Beneficiaries are encouraged to always be honest and update SASSA if their financial circumstances change.

“The relationships developed during this pandemic will greatly assist SASSA in strengthening its validation processes, even for the long-term social grants in the future. This will enable checks to be done to ensure that the financial information provided is complete and that grants are indeed provided to those who qualify for the grants,” SASSA CEO, Totsie Memela reiterated.

Furthermore, every citizen in this country has a responsibility to report wrongdoing and this extends to the reporting of grants being received by citizens who do not qualify for them.

SASSA said it will continue to call on citizens to report the misuse and incorrect payment of social grants and promised to continue preventing fraud.

Nzimande Gives Update On NSFAS N+ Appeals

The Minister of Higher Education, Blade Nzimande, gave an update on a subject that received a lot of attention and questions earlier this year: the N+2 rule. He then also went further and delivered information on the current NSFAS applications cycle which comes to an end in a few days.

Nzimande said that when an investigation took place in June 2020, NSFAS found that approximately 29 000 students were affected by the N+ rule.

The N+2 rule means that students only have N+2 years to finish a degree. “N” is minimum number of years allocated to complete a qualification (i.e. record time). The “+2” refers to the extra two years that a student may need to complete the qualification (making the maximum time). 

NSFAS changed the N+2 rule to the N+1 rule when they changed their loan to a bursary in 2018. This sees them fund students one year more than the specified time of their qualification, should the student have started funding with NSFAS prior to 2018. 

It is important to further note that, the N+2 rule is not based on the number of years that a student has been funded, but on the number of years that the student has been registered for tertiary study at any public university in South Africa, regardless of institution change.

It was found that majority of the students who were excluded due to the rule had exceeded their number of years allowed due to medical reasons. Those who were in their final year of study were also accommodated which lead to the Department saying that there should be exemptions in these cases.

On this, the Minister said, "we needed to allow them to complete so that they would be able to be out of the institutions".

He then announced that 9541 N+2 review appeals were received. Of this, 8761 review appeals were approved while 708 were rejected for various legitimate reasons.

The Minister is urging all institutions to urgently communicate appeal decisions to all affected students and that NSFAS also needs to have follow ups with students and institutions to make sure they are aware of their appeal decisions.

The Minister was addressing the public on the latest developments in the higher education sector today with the Deputy Minister, Buti Manamela, present. 

As for the current application cycle for 2021 funding, NSFAS has received 648 000 applications to date. Over 69% of these applications are from females. 

NSFAS also received a very high volume of applications from SASSA beneficiaries which amounted to 330 000 applications. 

Kwazulu-Natal has the highest number of applications when compared to other provinces with 157 252 applications, translating to 27% of all applications received this far. 

20% of the applications came from Gauteng and 16% from Limpopo.

Western Cape and Northern Cape's application numbers remain below what they expected and Nzimande said that they are concerned about this. 

"We remain deeply concerned that the slow and low rate of applications from stud with disabilities," explained Nzimande as he urges individuals with disabilities to apply for a bursary from NSFAS. Persons with disabilities are given additional resources so that they can cope better as they navigate their studies.

NSFAS and the Department expects number to increase substantially as it's found that in the last two weeks, greater numbers of students apply. This increase is also a result of retrenchments and loss of jobs seen during the pandemic, said the Minister.

They estimate that 800 000 applications will have been received by the closing date on 30 November.

Minister Blade Nzimande has announced that thirteen members have been elected to sit on the the NSFAS Board, which is in accordance with the criteria prescribed in the NSFAS Act.

Ernest Khosa has been elected as Chairperson of the Board. The board members include Yonke Twani, Bamanye Matiwan, Jullie Beya, Cyril Madiba, Reshma Mathura, Max Fuzani, Richard Msweli, Pumela Msweli, Sanele Zondi, Lindiwe Matlali, and Pretty Makukule, the DHET representative.

The treasury representative still needs to be chosen.

Nzimanda requested that the Board co-opt two more members since the Board is not fully balanced. There is a need to bring individuals with actuarial and social dialogue skills and experience.

Andile Nongogo was appointed as the Chief Executive Officer (CEO) of NSFAS, after an extensive search.

The appointed members of the Ministerial Advisory Committee on Infrastructure (MACI) include Bafana Ndendwa, Madapu Nhlapo, Warwick McCance-Prince, Lebo Leshabane, and Nonkululeko Ntshona.

Nzimande would like to congratulate all those who have been appointed in various positions in their sector.

Laptops From NSFAS To Come Next Year

Blade Nzimande, Higher Education Minister, has announced that laptops promised through NSFAS will only be delivered to NSFAS students next year. These processes are being done and delayed in the midst of NSFAS, along with the country, seeing financial crisis.

The Minister promised that laptops will be delivered to students in April of this year and students are yet to receive them. Delays in procurement were seen due to the previous laptop tender was cancelled as requirements were not met.

Zoom forward and by the closing date of the latest tender in September saw 140 bids received. The NSFAS administrator, Randall Carolissen, approved the tender award on 2 September to 5 bidders who will work to deliver laptops to students.

Nzimande then made it clear that NSFAS is now in the process of completing contractual arrangements with the service providers.

Guidelines will then be given to institutions and thereafter will procurement of laptops begin as well as delivery to NSFAS funded students next year.

The Minister said the following during his media briefing:

I therefore would like to thank NSFAS for finalising this process and congratulate all the companies who were appointed but given that the procurement process has been concluded much later than originally planned, the laptops will not only be distributed in the new academic year.

He then went on to say, "the delay in providing laptops is regrettable and I wish to apologise to all affected and I want to ensure the students in particular that it was not an intention to have this delay but it was very important to ensure that the procurement process were followed strictly and according to the rules".

The Minister was addressing the public on the latest developments in the higher education sector today with the Deputy Minister, Buti Manamela, present. 

The Department will assist NSFAS with dealing with severe financial challenges, said Nzimande.

He then took a moment to thank Carolissen for turning the organisation around during his 29 months of working for NSFAS. The Administrator's term is set to come to and end in December.

Nzimande concluded this part of his speech by saying, "NSFAS is a much better entity now than it was when you took over Dr Carolissen. We should express our appreciation to you on this regard".
