The National Student Financial Aid Scheme (NSFAS) faced significant challenges in processing appeals for the 2024 academic year. Despite thousands of students submitting timely appeals, many experienced lengthy delays in receiving decisions.
NSFAS is a government-funded scheme that provides financial aid to eligible South African students. While the scheme aims to support higher education access, the appeal process has proven to be a major hurdle for many students.
When a student's initial NSFAS application is rejected, they have the option to submit an appeal. This appeal is reviewed by NSFAS to determine if the student qualifies for funding.
In 2024, thousands of students who had submitted appeals were left in the dark for months. This delay caused significant stress and uncertainty, impacting their academic progress. During a recent stakeholder meeting in Parliament, NSFAS said
After the disbandment of the board, nothing has been done on appeals after last month, and we have seen students being unfairly rejected, students who were funded before.
The Minister of Higher Education, Nobuhle Nkabane, confirmed that while a large portion of appeals were resolved, a substantial number remained pending as she revealed that while 84% of the 103 071 appeals submitted were resolved, more than 16,000 NSFAS appeals are still pending.
In the 2024 academic year, the team received 193 443 appeals and 79 723 were successfully funded.
NSFAS attributed the delays to the dissolution of its board and systemic issues that led to automatic rejections of eligible students. The Independent Tribunal Appeals Committee, tasked with reviewing rejected NSFAS appeals, also faced a heavy workload.
The last and second meeting this year of the Independent Tribunal Appeals Committee which took place this month after months of complaining from SRC members did prove that the system is automatically rejecting students who are supposed to be funded.
To address these issues, various stakeholders, including the Department of Higher Education and Training, are working to improve the NSFAS appeals process. This includes regular engagement with NSFAS to identify and resolve issues promptly.
